Crypto ATM laws in Wyoming: a guide for operators (2026)
Wyoming requires a money transmitter license or a bank charter to run a kiosk, and running one without it is a felony; caps and warnings are left to the banking commissioner's rules.

Licensing in Wyoming
Since 2026 HB 75, no person may own, operate or manage a virtual currency kiosk in Wyoming unless licensed under the Wyoming Money Transmitters Act (W.S. 40-22-101 to -129) or chartered as a Title 13 financial institution. Knowingly violating this is a felony: at least 3 years' imprisonment, a fine of at least $10,000, or both. The state banking commissioner must adopt rules regulating kiosk operation.

Wyoming's kiosk law
Wyo. Stat. 40-32-101 to -103 (HB 75, 2026)
- Only Money Transmitters Act licensees, or Title 13-chartered financial institutions, may own, operate or manage a kiosk. Operators already in place had to comply from the effective date.
- Knowingly operating without authorization is a felony: at least 3 years' imprisonment, a fine of at least $10,000, or both.
- Kiosk information the commissioner obtains is confidential, except for sharing with other states' regulators, federal regulators, prosecutors, or under court order.
- The statute sets no transaction caps, fee caps, refunds, warnings, receipts or support hours. Those are left to rules the commissioner must adopt.

Bills and changes to watch
- The 2026 interim Select Committee on Blockchain will review implementation of the kiosk regulations that followed HB 75 and may consider statutory refinements. AARP Wyoming proposed a 'Crypto Kiosk Regulation' interim topic.
Practical hurdles
- Operating without a Money Transmitters Act license is a felony with a 3-year minimum, so existing kiosk operators that relied on not needing a license had to license or shut down.

What we couldn't confirm
- The exact signing and effective date: the act is effective on completion of enactment and the enrolled copy's approval date was blank. Orrick reported enactment by 2026-03-13.
- Whether the commissioner has adopted kiosk rules yet, and what caps or warnings they impose (only the interim-committee reference to 'kiosk regulations' was found).
- Wyoming MTMA status and NMLS use (not checked).
- From memory, not checked this session: Wyoming previously exempted virtual currency from the Money Transmitters Act. That would explain why HB 75 had to require a license for kiosks expressly.
- Any Wyoming AG action or local ordinance: none found.
