Local rules

  • Before the ban, 'some cities' regulated or banned kiosks by ordinance; the League of Minnesota Cities says those local frameworks have been repealed or superseded by the statewide ban (cities not named).

Practical hurdles

  • Payouts to a customer-designated wallet must be completed within 30 days of the request and recorded on the blockchain, with proof retained (House New Laws summary).
  • Scam pressure context: FBI IC3 counted 222 crypto-kiosk complaints from this state in 2025 with $4,067,720 in adjusted losses (FBI notes losses may include non-kiosk transactions).
