Licensing in Mississippi

All kiosk operators must be licensed as money transmitters under the Mississippi Money Transmission Modernization Act (Miss. Code §75-16-1 et seq., adopted 2025 by HB 1428, effective 2025-07-01), applying through NMLS. HB 1625 (2026) made this explicit and adds kiosk location reporting.

Mississippi's kiosk law

HB 1625 and HB 1596 (2026) · effective 2026-07-01

  • Every kiosk operator must hold a Mississippi money transmitter license; unlicensed operators apply through NMLS and list planned kiosk locations.
  • Licensed operators must report all kiosk and authorized-delegate kiosk locations through NMLS, first by 2026-08-17 and then within 45 days after each calendar quarter.
  • The annual renewal report must list the Mississippi locations where the licensee or its delegates do kiosk transactions.
  • Licensees must give the purchaser their name and mailing address or phone number on each money transmission or kiosk transaction, and post or print a clear fraud warning with a toll-free number to report fraud (HB 1596, §75-16-89).
  • Licensees must give authorized delegates training materials on recognizing elder financial exploitation (HB 1596).
  • Per a secondary summary (FS Vector, not checked against bill text): new customers are limited to $1,000 per day and $5,000 in their first 30 days; existing customers to $7,500 per day.
  • Per the same secondary summary: funds from a customer's initial transaction are held for 96 hours.
  • Per the same secondary summary: fraud-claim refunds must be paid within 14 days.
  • Per the same secondary summary: operators must give risk disclosures, screen customers with fraud questions and end the transaction on an affirmative answer, use blockchain analytics, provide live customer support and designate a chief compliance officer.

Practical hurdles

  • Operators already licensed had to file their first kiosk location report by 2026-08-17; pending applicants must disclose kiosk counts, addresses, white-label arrangements and customer numbers.

What we couldn't confirm

  • HB 1625's consumer rules ($1,000/$5,000 new-customer limits, $7,500 existing-customer limit, 96-hour hold, 14-day refunds, compliance officer, blockchain analytics) come only from FS Vector; the enrolled bill text could not be opened (fetch budget ran out). Any fee cap and live-support hours are also unconfirmed.
  • Whether the fraud-warning text quoted from SB 2715 (introduced) is identical in enacted HB 1596.
  • Any Mississippi AG action or local ordinance against kiosks (none found).
